Library Card Fees
Hawaii Residents and Military Families with Military I.D. and
Orders:
Initial card: FREE!
Replacement card: $5.00
Non-Residents:
New and Renewal 5-year card: $25.00
New and Renewal 3-month card: $10.00
Replacement card (for remainder of term): $5.00
Library Fines
Overdue Fines for all materials on 21-day loan:
$0.25 per item per day
Maximum fine per item: $7.50
Overdue fines for videos and DVDs:
$0.25 per item per day
Maximum fine per item: $7.50
A $5.00 non refundable processing fee is charged for all lost and
damaged items and items not returned.
Fines Threshold
The fines threshold is $10.00. You will not be able to use your
library card if you have fines, fees, or charges of $10.00 or more.
Reserved Material Not Picked Up
There is a $1.00 per item charge for all reserved materials not
picked up at the library by the indicated pick up date.
Videos Returned Not Rewound
There is a $1.00 per video charge for all videos returned but not
rewound.
Returned Check Charge
The service fee for a returned check is $25.00. [HSPLS
Administrative Rule 8-200.8.11 states that "A library customer shall
be assessed a service charge for any dishonored check in accordance
with section 40-35.5, Hawaii Revised Statutes."]
Enhanced Service Fees
Video & DVDs
There is a $1.00 charge for each video or DVD borrowed or renewed.
The loan period is 7 days. The overdue fine is $0.25 per video per
day for a maximum of $7.50 per video or DVD.
Note: some videos have been designated as "public education" and can
be borrowed for FREE. There is a $1.00 per video charge for all
videos returned but not rewound.
The rental charge may be waived if a person is unable to pay and
provides proof of financial hardship.
Library Book Bags
Attractive red and white library book bags are available for $ .35
each. Other types of book bags at higher costs may become available.
Copying and Faxing Fees
Self-Service:
Self-service public copier cost is $ .20 per page.
Staff-Assisted Service:
Customers may request photocopies of library reference material
within copyright limitations at a charge of $ .25 per page if the
customer picks up the copies at the library. This includes copies
made with a photocopier, microform reader/printer, printer, or any
other equipment used to copy information in any format. A library
card is required since the charges will be added to the card's
financial account.
Customers may request that photocopies be mailed to them for an
additional charge of $1.00 per page. A library card is required
since the charges will be added to the card's financial account.
Library staff may request copies of reference materials from another
HSPLS library as part of a library-to-library reference request. In
order to insure equal access to materials within the library system
and to comply with copyright restrictions, customers have three
payment options:

requesting library retains and destroys the copy after use in order
to comply with copyright laws and guidelines. Cost: NO CHARGE.
The customer can make a copy on the self-service copier. The
requesting library retains and destroys its copy after use in order
to comply with copyright laws and guidelines. Cost: $ .20 per page.
The customer can obtain the library copy. Cost: $ .25 per page.
Telecopy (Fax) Service:
Customers may request faxed copies of library reference material
within copyright limitations at a charge of $2.50 per page to any
location within the State of Hawai`i, including another HSPLS
library. A library card is required since the charges will be added
to the card's financial account.
Library staff at an "owning" library may opt to fax copies of
reference materials to another HSPLS library as part of a
library-to-library reference request. In order to insure equal
access to materials within the library system and to comply with
copyright restrictions, customers have three payment options:

Note: Libraries will fax up to 5 pages of legislative testimony FREE
of charge.
Interlibrary Loan Service
Customers may request books and other material from a non-Hawaii
State Public Library System library at a cost of $10.00 per item
plus the direct cost incurred to copy, print, mail or otherwise
acquire the requested item. A library card is required since the
charges will be added to the card's financial account.
Non-HSPLS libraries may request books and other material for their
customers from a Hawaii State Public Library System library at a
cost of $15.00 per item plus the direct cost incurred to provide the
requested item.
Rental of Library Facilities
Public library facilities may be used for library sponsored
activities, government agency activities, and activities conducted
by individuals and organizations. Fees range from $20 to $100
depending on the type of use. Library customers may also be assessed
the cost for providing security guards, custodians or both if a
library manager determines it to be necessary. Call the public
library whose facilities you wish to reserve for reservations and
details.
Books by Mail
Customers may request that circulating library books be mailed to
them at a cost of $3.00 for each item mailed plus postage. Note:
this service does not cover audiovisual materials such as videos or
DVDs. The books shall be sent by U.S. mail, first class for a loan
period of 28 days (regular 21-day loan period plus 7 days for postal
delivery). These books may be returned at any public library. A
library card is required since the charges will be added to the
card's financial account.
Custom Research
Customers may request custom research service at a cost of $60.00
per hour plus related charges. A non-refundable $60.00 fee is
required in order to begin the research process. Visit your local
library for details including possible additional charges,
restrictions, etc. and to review a "Custom Research Request Form." A
library card is required since the charges will be added to the
card's financial account.
Proctoring Tests
Public libraries may provide test proctoring services for library
customers. A charge of $10 per test plus any additional costs
required as part of the proctoring procedure will be assessed. Not
all branches offer proctoring services. Please contact your local
library for more information.
Collection Agency
The Hawaii State Public Library System uses a collection agency to
recover delinquent unpaid fines and fees. Library accounts which are
$10.00 or more in arrears and are more than 90 days past due may be
turned over to a collection agency for collection. The exceptions
are special library card accounts for students who attend schools
with designated "public and school libraries."
